Introduction

Conveniently located in the center of the Tianjin International Trade and Shipping Service District is the Tianjin Electron Port Development Co., Ltd (hereafter called The Company). Driven by the market and coupled with increasing demand for timely information sharing, the Tianjin Municipal Government, the General Administration of Customs and concerned bureaus endorsed the creation of the Company in Year 2005 with a registered capital of 30 million RMB. It was jointly invested by the five prominent government bodies, including Tianjin Municipal Government, China E-Port, Tianjin Customs District, Tianjin Entry-Exit Inspection and Quarantine Bureau, and Tianjin Port Group Co., Ltd.

The formation of the Company is a remarkable achievement, supported by the Tianjin Municipal Committee and the Tianjin Municipal Government with the goal of accelerating the growth of Tianjin Port and its neighboring Binhai New Area. The Company is expected to assist the region in realizing the objectives of Speedy Customs Clearance, Highly Efficient Service, Institutionalized Regulatory Monitoring and Improved Cost Effectiveness. Being one of the key initiatives led by the General Administration of Customs and in compliance with the guideline of the State Council, the realization of the Company is a significant milestone, aiming at simplifying infrastructure of the port, integrating customs information and finally better serving the local enterprises. With quality service as the goal, continuous advancement as the objective, satisfying market demand as the direction and collaboration as the driver, the successful implementation of the E-Port platform plays a vital role in sustaining the on-going development of Tianjin economy. As the delegation responsible for the overall construction and operation of the Tianjin E-Port, the Company has the vision of positioning Tianjin Port to becoming the most competitive international shipping and logistics center in the Northern Region. The E-Port brought in advanced communication network and information technology. It also introduced modern management and operational methodology to the area. In line with the philosophy of being “Domestic Pioneer, International Leader”, the E-Port aims at combining E-Government, E-Commerce and E-Logistics onto a unified information platform – a technological solution that will cross bureaus, cross industries and cross regions. Through this E-Platform, the Tianjin E-Port will move towards streamlining the workflows and processes of commercial enterprises, concerned government departments and agencies. The whole community will eventually benefit from sharing, interchanging and integrating of common and related information. Accordingly the E-Platform will rationalize the customs clearance and logistics services in the region.

The Company will be the central hub for information and resources sharing among law enforcement agencies, trading firms and logistics service providers. It builds the “soft infrastructure” and lays down the groundwork for the shipping and logistics industries in the Binhai New Area to improve the competitive edge of Tianjin Port and reinforce the position of Tianjin as the leading economic center for the Northern Region.

Strategically positioning itself in straight compliance with “authoritativeness, neutrality, safety, convenience, social responsible and openness”, the Company adheres to the basic principal of “Three in One” – Enhancing efficiency of port operation, lowering cost of customs clearance and improving effectiveness of regulatory monitoring.
